Highland Rd (M-59) used to be a 2-lane road before the mid 1980's. Back then Penny's restaurant sat on the NE corner of Clark Rd and M-59. It was operated by Arlene Cook who also had Cook's Nook Good Food on Old 23. Eventually Dick Ranyan took over and renamed it to Dick's Lunch. He joined the service in the early 1960's. It then became Frank's Country Oven which was operated by Frank and Elaine Passalacqua. When M-59 got widened to a 4-lane boulevard, the original building was razed. Frank's moved to 2835 Old US-23 but later closed. The building on Old 23 is empty, at least in the portion the restaurant was.
